Target-Filesize for Exports

Sometimes when I need to upload a picture to a platform, the platform gives file-size constraints. I'd like to be able to set the file-size instead of having to guess it by exporting multiple times with different qualities, so that it stays slightly below the file size limit and the quality is automatically adjusted.
